Federal EV subsidies are limited to the first 200k cars sold per manufacturer, and Tesla had already sold ~100K by the end of 2016, and is on track to ship another 50-70k this year. By the time the model 3 gets released, Teslas won't be subsidized while everyone else's EVs and plug-in hybrids will be.
