If it's stays above 0% for too long, I already find that a bit dodgy and usually check for culprit.

Just remembered, might not be malware. Microsoft has basically fucked Windows Update for Windows 7, so if just installed your Windows then that's probably it. Should be resolved once it finally does update. Or you could manually get all cumulative update containing everything up until now.
Now you could look for a culprit or you could just type "sc stop wuauserv" into cmd and if that stops high processor usage then it is Windows Update that's fucking it up for you.
