Why is there no way to make a gif or webm your wallpaper like Android does?
All the 3rd party apps i found were viruses
Why is this not default on computers?

I think you can use a wmv as a wallpaper on vista upwards. Called "dream scene" or something like that.

windows 98 allowed gifs as wallpapers, I think XP did too
There were few attempts in the past.
The problem is getting high enough quality video that loops properly.
Also, it eats tons of resources just for aesthetics.

I remember using a GIF as wallpaper in Windows 2000. It worked.
Stardock has a product for this, and there's also wallpaper engine
