More even spread of the gasoline vapor leading into higher efficiency combustion. Could also be achieved by injectors with better spread pattern but I don't know if any such exist. This setup is only used on some very high revving NA racing engines. F1 used it for example.

Open and unfiltered ITBs are actually really common in tuned 4AGE engines.
