You change/add the following line to make.conf and do a deep world update
ACCEPT_KEYWORDS="~amd64"
The benefits are way newer packages. The downsides are more frequent updates (if you hate compiling), maybe bugs in some packages (although I haven't ran into anything major and I've been running ~amd64 Gentoo for over a year).
If you're fine with stable then there's really no need to change to ~testing. If you're like me and find yourself accepting keywords for a lot of packages (ie. testing packages, firefox-52 etc) you might as well go ahead and make the switch
