Hardware is cheap as fuck for companies. Not only is it tax-deductible, they probably get good deals from a store if they buy tons of shit from there. They're probably not replacing your work computer for a couple of years anyways, so better proof it for 2-4 years. The most expensive part of business always is the man hours, not the consumer-grade electronics.

Not op. Large corporations that have actually standardized their computing usually only have 1-3 variants of desktops per year. If he got classified as a developer, because it's a word in his job title, then he'd get the more powerful variant. (Piggy backing on the years spent by real developers convincing management the extra initial cost would save them in the long run because of "compile time" )
