We're not there yet, but..

Once the government starts using electric powered vehicles, they put in kill switches in them , so when they go into certain areas, the kill switch engages.

So if a truck needs to deliver to a store in town, they require an OK from the transportation HQ of that area, all done fast enough so it won't impact business.

Electric civilian cars would go under this regulation as well. Moving into a place in town requires you to plan anyway, so it wouldn't be an issue since you're not supposed to drive around everywhere in towns.

Downsides: Vulnerable for government tyranny or hacking.
