Visual Studio is the best C++ IDE by a considerable margin, even if the compiler itself is...not great.
Java is bad on every platform, so it doesn't matter on that front.

Use CLion and Intellij OP. Those will work on any platform and are pretty damn good. Not sure if CLion supports. Don't support Microcuck and the Intel Jew if you Dont have to. Use clang or GCC for the compiler.
