Kodi consumes files wherever you put them. You can point it at files on the same system or over the network via nfs, smb, cifs, etc.
kodi is a client. it supports webdav shares. you can make a webdav share over ssl using apache2 + mod_dav + mod_davfs + mod_ssl
sign a cert, and set up basic auth. unfortunately kodi won't complain about certificate errors so chinks and jeets can steal your shit if you're on a sketchy network. has anybody found out how to force certificate checking on kodi?
