I'm thinking about using a USB power pack as a UPS for a raspberry pi. Are they any out there that can charge and discharge at the same time, and that also won't melt or explode from doing this 24/7?

you'd probably want the powercore fusion. it does allow pass through as it is both a wall charger and a power pack. capacity is a bit small at 5000mah though

Once or twice a week for me, although that's because I use it daily to charge my Samsung S5.
