I have been reflexively turning off indexing the moment I install a new Windows OS for so long now that I never stopped to consider that it was the reason my folders were taking so long to load. I have this beast of a new build that I just installed Windows 10 onto and the Downloads folder has been taking 20 seconds or more to load. It takes even longer than that on an older pc I have here. I just enabled indexing, and now my Downloads folder loads instantly even on the old pc. I could put my head through a wall. Thanks for the tip, anon.
