Yes. VS2015, Atom, etc.

It's good. For C++ you either use VS or spend some time hacking a working mingw, cygwin, gcc-w32, I don't remember what's recommended.

Yes and no. There are weird issues when a path is that long, like Windows Explorer not showing the files, etc. Avoid this situation.
