Fedora releases major updates every 6 months.

The last actual iteration of Android was Lollipop, and usually everytime there's a release it takes some time between 3 months and a fucking year to arrive to most normal phones that are not more than one year old.

manufacturers told google the only thing driving sales were people breaking their phones and people who wanted new emoji updates

The question you should be asking is why phone makers don't provide update to the sold device. I can have 20 years old pc and run modern linux on it with modern software but not on mobile. State of smart phones really is sad.
