i3 is for situations where the user will not be doing largely multithreaded, high demand applications.
In a lot of cases the higher clock speeds you get from the dual cores will overcome the lower clock speeds you have on the i5s and i7s, because there are only one or two threads loaded and the CPU isn't running at its limit, but if you use the computer for any high demand multithread tasks then an i5 or i7 will outperform in the end.
