I do not which 'free' you're referring to but Cold Turkey has a lite version for windows that offers an amount of website blocking.
It may require the full version ($30~?) to set up day and date based scheduling of this feature though.

stayfocusd is particularly a joke because of the way chrome addons work making it basically a two click process to disable
you have to make one that's so intrusive it would be picked up by any heuristic analysis as a virus
