Each line is one pixel high. It is vanishingly unlikely that there is enough information in the image to reconstruct text (by which I mean that it's probably mathematically impossible, not just very hard).

Maybe there's another way. What is it, where did you get it, where is it originally from? Tell us anything that could be relevant.
