So are the 'incognito' (chrome) and the 'private' (Firefox) browsing modes actually good at keeping your privacy, or are they purely honeypots that tell the gubberments 'hey I'm doing something bad, look at me!'?
They're only good at not using cache nor history. The internet can still track you pretty easily with fingerprinting the way it acts (font rendering, webgl, etc...)

No, your ISP can still look at your internet history, it's just meant to hide your porn from your parents.
>Incognito mode only prevents Chrome from saving your site visit activity. It won't stop other sources from seeing what sites you’ve visited, including:
> Your Internet service provider
>Your employer (if you're using a work computer)
>The websites you visit themselves
tl;dr google it next time
