Something like this already exists but with Windows phones and Raspberry Pi (also other ARM forgot how it's called).

It also has an MHL(or slimport?) adapter built in... but yeah, its not a good value when you can buy a chrome book, or windows 10 3-in-1 for the same price, which also actually INCLUDE processors, ram, memory, etc...

Plus, not all phones have MHL or slimport.
