60 C is a pretty normal idle/non-gaming temperature for modern graphics cards. Certainly not "hot as fuck." Usually means the fans are either off or running at like 4% speed.

What would be the best method for checking this, the card is an absolute beast but anything the sims 3, and overwatch on max res will set it making funny noises. Disturbing noises.

Mine idles at like 50. Turn your fans to 40% and it will keep it cooler if it bothers you. As long as it's not throttling during use, you should be fine.
