hi /g/ why do we have dynamic ips and not static ips like in the 90s? why did we switch?

I technically have a dynamic IP, but nothing I've done changes it. It's randomly changed a couple times over the years, but even when I've left my modem unplugged for a week while on vacation it didn't change. Are there American ISPs that let you change your IP by just turning off your modem for a few minutes?

When I lived in the UK a BT DSL connection was ultra dynamic. If it shit the bed and re-trained for a few seconds the IP would change
Move to Canada...supposedly "dynamic" IP but the fucker hasn't changed since I got the service about 3 years ago.
ISPs need less addresses this way. Customers who aren't even connected would otherwise continue occupying addresses. I'm not an expert on this topic.
