Technically not no. They're vacuum fluorescent tubes rather than neon gas tubes. They also take a far lower voltage than traditional nixies. They have a few other differences but you get the picture.

Now style, look, and layout wise they were pretty much modeled after nixies 100%.

Make all your computer programs terminal-based, or at least have a dark theme.

Add a filter on your apartment windows (if you have any) to make it slightly darker.

Make sure any widgets you have in your room (like clocks and stuff) have terminal-like displays. Black background, lime/cyan/white text, bitmap & monospace font. Digital clocks work well.

Get a noisy air conditioner, but make sure that the noise is a soft "hummm" sound rather than a "rrrrrrrrrrr" sound that my AC has.

I'm not nostalgic for neon and love leds and integrated electronics, so I'm more fine with the "popular" image of cyberpunk than most

I would probably end up making my space as minimalistic as possible. Some people think this means throwing everything out and leaving just a wall and a floor, but it's really just about reducing visual complexity and facilitating ease of use. Memories is really just straight scifi, but its still heavily focused on the same post nuclear themes that characterized akira being an anthology of atom adaptation. i think its good to have in there as it colors akira - its not directly cyberpunk itself but as a B-side to Akira to it reflects on and develops akira's own distinct take on cyberpunk. also because there aren't enough examples of both otomo's work on the screen as kawajiru. from my POV, most things kawajiru, oshii or shirow do is inherently cyberpunk even if its not directly, in the same way everything david cronenberg has done carries body horror, even when it isn't even a horror movie. its cyberpunk as a mindset and outlook, not simply a setting.

It's high tech and low life, but in a very different way. grit, neon and rain replaced with anti septic, flourescents and A/C. it's very clearly obsessed with technology and new media and the way its changing our world, and coming at it from a very dark, pessimist lens. what I think it is is that old cyberpunk works would worldbuild a cyberpunk world; but this is the kind of underground art/music that you'd imagine existing in one.

I never would of learned a lot of this if I hadn't started with a barebones freebsd install and started looking up how all the different stuff works and what alternatives there are for doing things. Well I'm not very skilled with a lot of this stuff but systemd does a lot of stuff more than that, but the primary purpose is just the initialization stuff from what I know. Computers are just a sandwhich of programs I know I use to think there is some kind of work going on other than the machine reading instructions there was some kind of magic voodoo ritual of formula you have to follow when in reality as long as it works it's good enough. Like I wasted a month trying to edit some files in emacs to do something I wanted and ended up getting it to work by editing a totally unrelated program. Considering how I would of sacrificed a kitten to satan to get it fixed and have that shit working the way I wanted I was so frustrated, so I could give less of a shit if I did it the right way as long as it works.
