I think they're tending towards only observing the small relevant groups they can discern, since they have too much data to slog through for anything else. Privacy through obscurity seems to be the future.

Your entire campaign needs to revolve around getting the average American to understand domestic and mass surveillance does nothing to stop any terrorism, and only stands to serve to the benefit of corporations (mainly advertisers.)

Once the people start to understand that they're losing any semblance of privacy, and they should care about that, that's when you start talking about the big things.
Limiting data collection or completely stopping it (NSA and ISPs mainly, you can't really regulate something like Google or Microsoft because you use their products of your own volition, you don't really have many choices when it comes to getting the internet.)
Full disclosure of previously sold data.
Purging of all collected and stored data that is irrelevant to the workings of the system (e.g., your ISP account info and that similar info.)
Banning of lobbyists and lobbying.
Removal of any major government official that sits in the pocket of corporations that don't have the American people's interests at heart.

We should of course offer programs to help these people.
But if this is what you've decided you want to do with your life, it's better for all of us to just let them do it with known quality stuff, sans the crimes and dangers brought about by illegality and imposed scarcity.

With quality shit and no legal or social stigma fears, you'd prolly actually see fewer deaths and more people actually seek help.

The account holder can give his identity partially away, use an alias, and even retract the permission to show his identity. So now you can buy something, prove you are a real person by logging in and only show the delivery address. And if you stop using a service you can retract the ability of that website to fetch your data.

A bit like loging into websites with facebook or gmails device password feature.

the CIA has so many front groups and branches and factions all over the world, that is impossible. The CIA now has NSA-tier IT infrastructure as well. The CIA is effectively an independent organization with myriad independent factions and groups within it. Even ending all funding and disbanding all "official" branches of the CIA would be a temporary set back of maybe a few months. And then you'd have dozens, probably hundreds of groups of extremely pissed off and unscrupulous people willing to ruin you and everything and everyone you've ever known or loved.

The only saving grace we have is the fact that 90% of these fucks are incompetent anyway and very prone to in-fighting.
