No side ways is fine , many large studio monitors are put sideways so that you get a greater stereo image sitting in the sweet spot but for normal budget pc speakers sideways will just be the same . Id recommend have the tweeters on the inside though .

not if you lay on your side when you listen.

The sound will come out at the wrong polarisation (offset by 90 degrees).
Make sure both speakers are laid down at the same rotation, or you'll get destructive interference between the two speakers.
