Why doesn't Apple license macOS to other PC manufacturers?

because they would have to support a broader range of hardware, which would reduce the development rate of the os and effectively make it non competitive against microsoft

Because macOS requires strict hardware,
and with marketshare you are mainly looking at medium to small level businesses (over 80% of the economy) who depend on mixing old and new hardware where they can or buying cheap as shit to minimize amortization.
Cheaper than Apple would allow them, and more easy to repair than Apple would allow them.

There's probably only 1 way that would work though, and it's if all business suddenly took up virtualization from a standardized mainframe (supported by Apple) in the building as the main computer driver, thus sending OS instances to employee monitors. Tough luck on that though.

They used to license Mac OS out, Jobs killed it when he came back to the company. When Apple switched to Intel Jobs met with Sony execs about bring Mac OS X to VAIOs too. For the most part it seems like a main reason is OS X is a high end OS for a high end computer, they didn't want it running on just any HP shitbox.

Forget mac os, think what would happen if they licensed ios 5 years ago. Android would be dead.
