Try Krita, which has animation functions.
I like it alot as a art program in general.
And it is open-source.

Artfag here who's working on a porn animation commission at the very moment.
You can either use Photoshop or Clip Studio Paint EX, if you want to draw hand drawn frame by frame animation, while using all of the basic tools that you can expect to find in any art program.
Photoshop is a glitchy piece of shit though and will spontaneously mess up your animations if you try draw or edit the frames.
I'm working with Clip Studio at the moment. Has onion skin tools and everything. Only the EX version has a +24 frames animation feature though.
Then at the end I export that to Photoshop if there's something with the timing that needs fine tuning.
Now if you're a lazy fucker and want to animate a puppet or if you want thick uniform vector lines, use flash or toon-boom.

Also if you want to do pixel animation like those things nips used to make back in the early 00s, then get EasyToon.
It's probably the best one for dicking around and you can do surprisingly much with it.
It's ultra basic though, but that's part of the charm.

Hijacking this thread to ask a question: any free alternatives to Adobe Animate/Flash CS6 for making flash videos/animations/files?

krita is free as in freedumb

"Toon Boom" (now just called Harmony) is far, and abound the best there is for fbf animation

Flash is best for rigging

It's extremely well protected, so I don't doubt it's tough to find. Cheaper than Flash, by a long shot, though

Clip studio paint ex is the best one, I'm not an artist and even I can experiment using that program.
