Is it still worth getting a DAC if I don't hear any background hiss when I have my headphones plugged in with no sound coming?

I'm considering getting a DAC because the volume is just to low on my PC. Otherwise I think on board audio came a long way

I think you're talking about getting an AMP.

you want an amp then

>Is it still worth getting a DAC if I don't hear any background hiss when I have my headphones plugged in with no sound coming?
tl;dr: No.
Consult this handy guide next time:
1) How to tell if you need an amp:
When you turn volume up, is it loud enough?
YES, then you don't need an amp.
NO, then you need an amp.
2) How to tell if you need a DAC.
When you play a song on a computer, do you hear any crackling? Do you hear any noise when nothing is playing and volume is set to 100%? Do you hear any noise or crackling when GPU is running at full-power?
YES, well, then you should get an external DAC because it will be isolated and will improve sound.
NO, then you don't need a DAC.
If anyone tells you otherwise, they're just shilling and want you to waste money on shit. Or they're just delusional audiphools who also believe in fairies and Santa.

Well shiet

A DAC-amp combo would.
