Thinking of making a neural network (to simulate a gf), is C# a fine language or should I pick a meme?

If we got a bunch of autists together to write the full series script of every major waifu flavor, codifying their actions and environment stimuli with a standardized markup (Love Interest::Waifu::Hold Hand::"Ah! No it's okay, I like it.") or something of the like, could we have a customizable waifu simulator where you just check the flavors you'd like and it generates one? Like if you pick Tsundere, it polls all of Asuka's dialogue and stimuli.
