A ``zoom and enhance" blimp can only see stuff that's out in the open, so unless you go around doing illegal/private stuff out of doors, it won't see anything. A more practical use case for a blimp like that would be environmental research, geographical surveying and so on. And blimps are slow, they're not going to bother sending it looking for you unless they already have solid evidence that you're a threat to national security, and at that point it's only being used to gain some last bits of information before armed men storm your property.

Unless you're out in your yard making bombs with no electronics around, there's really nothing a ``zoom and enhance" blimp could see that the government couldn't more easily find out through hacking.

Encryption is important to online transactions. Without it your bank passwords could be easily sniffed by an ISP or a malicious actor in a MITM attack.
