I can only say from cctv software perspective. While westerners always made software for current gen hardware or newer, russians used outdated pcs to make software which is lightweight and compatible with almost every older pc (5+ years). American software used to be buggy and require costly hardware (3-5x price), while russian software worked on every kind of toaster imaginable.
