Pretty sure DPC Latency Checker doesn't work properly on W10, at least not unless it's been update since I last had to check DPC latency. There was some other program that worked fine though, but I don't remember its name.

I haven't ever had latency issues because of anything networking related before. What are you running? Any potentially dodgy WiFi shit? Any potentially dodgy Ethernet controllers, such as whatever Killer thingand their "prioritization" software? If you're running anything like that it would be the first thing I'd disable. I have a mobo with a Killer NIC myself, but I only installed the bare driver and it's been as reliable as any Intel NIC I've ever had.

Open task manager and see if 'windows software protection services' is raping your CPU.
If yes do this

Apparently it was also a problem with Windows 7 and 8 as well.
