How exactly do I update the microcode of my CPU?
And I mean permanently, not via Windows or Linux.

Delid your cpu. clean it up. superglue the microcode on the cpu cilicon, add thermal paste and hotglue the IHS back on.

The factory provided microcode is stored on a mask ROM which is embedded in the CPU. It cannot be changed.
Microcode patches are stored on a tiny piece of SRAM on the CPU. The patches have to be added to the CPU on boot up either by the BIOS or by the OS.
Microcode patches are basically a diff patch between the factory ROM microcode and the most recent version of the microcode.
