Stop waiting until your battery runs to 0% and then plugging it in and using it while it is hot and has a low charge. That kills li-ion batteries incredibly fast.

You have bad cell service, which contributes to the problem, but I would assume the battery is no good. Try "calibrating" it, otherwise it's time to buy a new battery.
