So my computer does this gay shit where it hits some arbitrary percent of CPU usage, won't use more, and slows down. What is fucking bottlenecking it? It's not on any power-saving setting, as far as I could see. Dafuq man, whyyy?

It's either throttling hard as fuck, or it's only using a single core and thus boosting higher than it normal clock
