Just because the CIA takes your code, puts their own forced changes it inside of it, then uses that MODIFIED version of VLC for targeted attacks, that doesn't SUDDENLY mean the VLC you download off the internet is suddenly the CIA version, the CIA version was ONLY used by the CIA to target specific people they're after, on a specific target computer.

None of the leaked exploits are exploits that could be universally used.

They either appeared to have spent a LOT of time/money for Galaxy Note4 exploits, as they have like 3 or 4. But it could also be something about the Note4 makes it more susceptible to exploitation.

Most of the other ways are kernel exploits in older android versions, or Java script trickery with chrome browser.

These would be targeted attacks again, the CIA isn't particularly in the business of blanket data collection, that's the NSA.

The CIA has very clear legal jurisdiction in regards to american citizens, the NSA not so much.

There isn't enough data capacity to bother dragnet data collection to that degree.

However, if you pop up on their radar, assume you can be hacked with ease. I just wouldn't expect 99% of people to ever be on their radar, so it's not a huge deal.
