I'd just like to interject for a moment. What you're referring to as Linux, is in fact, GNU/Linux, or as I've recently taken to calling it, GNU plus Linux. Linux is not an operating system unto itself, but rather another free component of a fully functioning GNU system made useful by the GNU corelibs, shell utilities and vital system components comprising a full OS as defined by POSIX.

It should work in default. I've seen this problem only in VirtualBox with virtualized Ubuntu. There you need to install guest additions for this.

Bad luck, every mouse should work.
Type in terminal xinput to find your mouse id. Then

xinput --test "id"

. You should see every mouse motion: "button press 4" is scroll up and "button press 5" is scroll down. If there are different button numbers, you need to remap these buttons or get better mouse.
