You're not fully wrong, but first let me explain what is dx12. It's a graphics standard where gpu manufacturers add dx12 calls into their cards letting developers call a dx12 function and not worry about what gpu it is.

Now to the "emulating" part where if it's not implanted at the hardware level a manufacturer can make a bunch of dll's that convert dx12 calls to whatever their system is, this causes lots of computation time is will in most cases nullify any gains you get from dx12.

You see now why no one with the knowledge wants to try or even think about that

It is because DX12 requires WDDM 2.0 in order to work corrctly which means Windows 10 and newer only.
