I found a quad cpu motherboard. Somebody said it is made for servers. Does that mean that I cannot use it to build a PC? Are all the other parts detached in a motherboard in a normal PC?

You can still use it to build a PC (it's an x86-based platform after all), but there will be some limitations.
For example, consumer editions of Windows 7, 8, and 10 only support 2 physical CPUs. You could still boot those editions, but they will only use 2 physical CPUs.
You'd need the server editions of Windows to support 4 (or more) physical CPUs.
