I made the logo
It has had its share of problems early on as the early design was kind of overeager. The dev community suffered nasty takeover/schism/drama - [1] gsoc fund embezzlement, domain held hostage, the usual a while ago. A lot of people started looking away after drama queens ruined it.
Other than that, in its current shape it's a sound design more or less. The protocol spec can be found at https://toktok.github.io/spec
As for implemention, personally I had only a look at uTox.
If you want something heavy-duty, though, I'd still stick with Ricochet instead. It should be noted that neither Tox, nor ricochet/torchat allow offline ("async") messages, as the E2E encryption in there is straightforward, no OTR/axolotl ratchet - and that's before we start talking about where to store the offline mailboxes.
