Learn MATLAB or Octave and read mnet of Howard Demuth document available by Mathworks.
You should be able to create simple network like analyzing information finding out which fruit is riped and which is unripe.
After research and develope your code, you can convert it to C++ or something then packed to an exe and sold to rednecks.

Why do something yourself when someone has already done it in a better way and allows you to use it?
Of course for learning purposes you might want to do it yourself, however for practical purposes you just use that library.
