What's the best voice synthetizer that will let me convert a .txt into a nice human voice?

I have been waiting for a decent TTS on linux for years but it never came.
Your best options are: if on OSX use any of the systems voices, they are not great but ok. For best results write an android app and record voice output with the google offline voices, they are amazing and miles ahead of the competition
