I'm trying to build SDL2 on Windows using mingw64 (mingw32-make) but I get this error. How can I fix this?

Don't include both versions? You're including both xinput.h from mingw64 and SDL_xinput.h from SDL2.
I assume your source file #include <SDL2/SDL_xinput.h> right? Try <xinput.h> to just use the mingw64 version.
Literally install gentoo.
Trying to do any development stuff on Windows is a nightmare. You'll be shocked how easy it is to do this on Linux if you just try it.

Mingw already found both files in your include path when you tried to compile so you should be able to include just xinput.h.
Also, compiling SDL2 (or any predominately Linux based API) on Windows is an uphill struggle. Switch to DirectX with Visual Studio or install a virtual machine and put a Linux distro on it and do your SDL dev that way.
