I've been having this for a few months now. Worst time it repeatedly turned on after 5 seconds of being off. I turned it off 5 times in 3 minutes.
Interestingly, wake on lan, keyboard and mouse are all off, and it only happens from sleep or hibernate, not full shutdown. I'm out of ideas.

Ive had multiple computers that it does this shit on, different modems, different routers. I even live alone right now with 1 desktop and 1 phone on the network and I still see the light blinking when its supposed to be off. I dont see why anything would be trying to contact a computer that is powered off.

This problem no longer happens to me. I solved it by uninstalling Windows and installing Gentoo. Seriously. Enjoy the bognet.

I've honestly just disabled sleep mode altogether (And hibernation).
I have an SSD. Only restart and shutdown(half-hibernation) is needed.

Mine had power button broken (after decade of using same power button) so it would power cycle it whenever it meant to.
Also, check your device settings in device manager so that no component can wake your PC up (HID, network chips, and some more devices have this setting).
