What's the beat brand to buy pic related from, first time buying a graphics card and heard bad things about EVGA, if EVGA is bad then what's the best brand?

There is no "best brand" pretty much every GPU manufacturer has realised some really shitty cards, and some absolutely amazing ones. Look reviews for the card you're thinking of buying first.

Nah some brands are worse than others. Sparkle, Galaxy, Biostar, Gainward, Inno3D, HIS, BFG, and Club 3D are particularly bad.
Zotac, PNY, Diamond, Visiontek, PowerColor, XFX, and EVGA are all pretty mediocre.
Top tier is usually Asus, Gigabyte, Sapphire, and MSI are usually the top tier ones. Asus is sometimes lazy with cooler design and reuses old ones which results in bad cards, but if you get the heatsink designed for the card it's top tier. Gigabyte sometimes dabbles in voltage locking which is shit. Sapphire had an issue with fans failures about five years ago but it hasn't really popped up since. MSI sometimes puts out godawful PCBs and had a bug that'd set fan speeds to zero on AMD cards two years back.

If you're going with the reference edition, then just go with the brand with the best warranty(EVGA) or cheapest price.

Reference is the "best brand" if you buy it and put a waterblock on it.
