On a scale ranked between "FCC" and "ATF", they're quite the non-aggressive agency. I'd put them somewhere around "IRS". In fact, they're the least belligerent intelligence agency in the US.

I seriously doubt it. While they do questionable and evil things, it's always for a greater good. That just means it's up to people to make sure their powers and mandate doesn't expand unnecessarily.

Fully capable? TAO can hide bugs in computer cables, redirect shipments of computer and networking hardware to insert backdoors before sending them on to their final destination, and likely have a large stockpile of undisclosed vulnerabilities in most major software packages. A while back there was a leak from a ""legal"" hacking group called Hacking Team. These people sell exploits to nation states for common software. One of those leaks was for a program which gave several applicable uses, such as planting child pornography on a target's computer.

After that occurred, the NSA could potentially call up your local police, leave an "anonymous tip" saying that you were a child pornographer, and the Feds & local police would subsequently raid your home, find kiddie diddling photos, and your life would be ruined.

This is called parallel construction and is one of the most common ways a nation state could ruin your life without earning the ire of their populace. Because you were just another kiddie diddler, weren't you?
