Because other OSes are used for other things than browsing and using web apps.
The entire operating system is the browser, no reason to start other services besides ART. Despite this, it still isn't that much faster than other systems.

Because having functionality other than those designed straight into the kernel is a useful thing for Operating Systems that run more than one program.

In reality it's just coreboot booting Gentoo with patches added. They've verified that everything should work an be optimized out of the box though.
