Is there a way to upload downloads to a cloud storage website without having to have the file on your computer to upload?

No need for an addon, their webpages have a button for it. As long as you have an account there and you log in, it's literally clicking a link.
This wouldn't be hard to make. You'd have a browser extension that adds a right click option to "download to cloud" or some shit and have it send the link to either a service in the cloud or Dropbox api.
