Windows does have this, just not for desktop apps. It's called Windows Store.

Package managers are really nice but they require a lot of user input if you don't want to be stuck with ancient versions of software (i.e. adding custom repositories all the time). Doesn't really fit with the Windows ethos.

I use it on windows and when is a huge step in the correct direction is slow as molasses. It's not a proper package manager, it's just a repository. Chocolatey just uses the same .msi and .exe and the maintainers of chocolatey provides scripts to run the installers silently (most of the time). They don't package anything and it barely takes care of dependencies, you still end with a lot of duplicated files and libraries.

Also there's nothing that barely can compete with synaptic. There's a program called chocolatey-gui but it barely gives you any feedback when installing or updating programs so you can start a full update (that doesn't even updates the system itself) without any indicator of when it'll end. Also updates often fails with no feedback on why it failed, it just ends as if the update was sucessful. On top of that some applications provides the latest versions and some provides outdated versions, wasn't the advantage of self contained packages the fact that you can always have the latest version?

On linux you have both options: a proper package manager and self contained (sandboxed if you use snaps or flatpak) packages. On windows you only have the second option with no sandbox.
