How the fuck do you stream 4k to chromecast?

Casting from chrome browser just casts the exact resolution of the literal video in the browser, a maximum of your monitor's size. So it seems you need a 4k monitor on your computer to stream 4k to your 4k TV? Wtf?

Is there a way to just stream a raw file regardless of what's showing on the computer's screen?
