For some reason when you have more RAM, your computer uses more of it when doing the same tasks. I have 4 gigs on my laptop, and RAM is the least of my problems.

Unused RAM is wasted RAM. Even if your programs don't actively use all of it, the OS can still cache stuff to memory so things that are used often don't have to be loaded in all the time.
An analogy would be like renting space at a warehouse, by caching you rent a bunch of space at once even if it's empty, so that if you do have shipments coming in, you can place them somewhere immediately.
More important than memory usage is how well the software handles memory leaks and cleanup, otherwise you get bloat whether you're caching or not.

This doesn't mean the games NEEDS more than 4gb. If you had a 12gb card, the games would probably use 6-9 gb of VRAM.

Deus Ex Mankind Divided even uses over 7 GB VRAM maxed out at 1080p and close to 12 GB at 4k.
