If you don't have a dynamic IP, then use Tor and set Tor to use only nodes from your country. You can even have multiple instances of Tor with different IPs connected to the same domain.

I'm not near my pc, but it's described on their site. You can force the entry and exit node, but for intermediary one(s) you'd have to exclude all countries but yours. You'll find all this on their website. The config file is called torrc, it'already there in a subfolder. Create a backup of it after you edit it, as with each update Tor resets it.
